Marlon A. Ramirez, a long term resident of Sacramento, earned a Bachelor’s of Music in both instrumental performance and composition, and a Master’s of Music in conducting from California State University, Sacramento. Mr. Ramirez has studied under Dr. Keith Bohm, Dr. Stephen Blumberg, and Dr. Robert Halseth.
Having performed for many years in many ensembles, Mr. Ramirez founded the Golden State Wind Orchestra with the hope of furthering public art performances and educational opportunities to the community.

Rachel Reeves joined the Golden State Wind Orchestra in the last year of her PhD training in British History. She currently manages the Mellon Public Scholars Program for the Davis Humanities Institute which provides diverse, community-engaged career experience to Arts and Humanities graduate students. She has written successful grant proposals from institutes such as Yale, UCLA, and the University of London’s Institute for Historical Research, as well as the Mellon Foundation. Her policy work includes writing for the UC Davis Center for Poverty Research, consulting for Congressman John Garamendi’s rural Grants Initiative, and serving under State Senator Lois Wolk’s legislative consultant on her End of Life Option Act, 2015. She also served briefly with the CIA (Culinary Institute of America). As the Administrative Director for the Golden State Wind Orchestra, Rachel is proud to bring world-class wind band music to the Sacramento Area.

Elisabeth Porter was born in the San Francisco Bay Area and attended high school at Foothill High School. She attended California State University, Sacramento for her undergraduate degree in Flute Performance and Music Education. An active performer, Ms. Porter has been busy performing with her school’s wind ensemble, orchestra, chamber ensembles, as well as community groups such as the Camellia Symphony Orchestra and the Slavic Chorale. She was an active member of Mu Phi Epsilon during her time in Sacramento.
During the summers, Ms. Porter has worked with multiple workshops, both through invite and self interest. She has studied under the tutelage of Monte Stewart, Laurel Zucker, and is currently studying under Eileen Grycky. Ms. Porter is pursuing a Master’s of Music in Flute Performance from the University of Delaware. Ms. Porter sees herself becoming a career performer, and keeps herself open to many options in the music industry.
